-Fixed Engineer bug where holding down +use key near a building would sprint spam the player. Also fixed Engineer bug where engineer could fire while building.
-Added area damage system for railgun shots (not tested yet)
-Took out rocket launcher from engineer, added shotgun
-Made Q3F backpacks give shells
