tweaked bot weapon choosing
changed bot firing choice (they fire bursts now, not sporadic shots) and
added/changed a few other things
cleaned up commodity_pickupevalfunc a bit
increased importance of items to bots

link waypoints if their XY dist is below 1050, not their XYZ dist, this
fixes bots being stuck on silvercity in many cases - at least they now
know they can go down

added an Invincible powerup to Ruiner (Strength is too overpowered), and
replaced one Hagar with a Nex (the strength/nex secret remains for now)

split rain entity into two to avoid having particles outside the map
sliced up water brushes to fix problems with r_water using no vis data
(due to too few polygons, and polygon centers being inside solid)
this greatly improved performance of Ruiner

changed all te_ effects (except te_bloodshower) to pointparticles()
calls (or trailparticles in one case)
reworked all effects and named them properly
restored nexuiz 2.3 effects so old demos will play exactly as they used
to (except for trail effects which are upgraded)
tweaked W_SetupShot calls, w_shotorg is now trustworthy and
muzzleflashes appear in the correct location

fix attack_finished timing on first shot of a burst, this mostly affects
the machinegun (which would often shoot twice near-instantly and then

Better handle running out of spawns:
- when you have no more spawns, you can't spawn (but will spawn once you have one)
- when a team no longer has any spawns, it loses

minor change in reorganizing code. You now can merge two databases like this:
{
echo 0;
cat db1 db2
} > dbmerged
The number-of-buckets lines will get ignored, and the database rehashed, and the items of db2 will have priority.
