reenabled R_UpdateAllTextureInfo calls when lighting the world model
(necessary because of submodel entities sharing texture_t's with the
world model)
some tweaks and cleanup of R_UpdateAllTextureInfo calls
reworked texture_t->currentpolygonoffset stuff
