changed bullet impact smoke to be a single particle which is much more
visible than before and it does not drift around, indicating exactly

RLE compressed all TGAs that had a compression ratio above 98.5% to prevent
ClamAV heuristics to detect "Oversized.Zip". Hope it works.

changed runespawner placement to use droptofloor
changed item spawning to use droptofloor and reenabled MOVETYPE_TOSS by
default (noalign still uses MOVETYPE_NONE) so items can ride moving
platforms (as they could originally in nexuiz)
rewrote player spawn point code to not attempt to fix a broken spawn
point and instead do an objerror (which removes it and prints a
message), and it no longer drops the spawn point to the floor
implemented support for DP_SV_PRINT extension if present

removed scr_conforcewhiledisconnected 0 and scr_menuforcewhiledisconnected 1 to make console show after disconnect so people have a chance to see why they got disconnected. In case of a kick they can see why they got kicked.

Replaced trunk's centerprint system by the simpler one in branch; this is to
keep trunk and branch in sync.
Eventually, it will get replaced by CSQC stuff anyway, so why keep it
unnecessarily different.

new command: vdo login (password) - if password matches sv_vote_master_password and the latter cvar is actually set, the issuer becomes master and can run votable commands directly

Downer: Teleporters don't eat projectiles anymore (seems all sides of a brush must have #teleport texture now). Reduced portals on stairs etc. Fixed a couple of z-fighting.
