major changes to havoc mode (including: electro combo is triggered by a
radius check instead of damage in havoc mode, mortar altfire is an
airburst, many other changes)
added cvars for controlling electro combo radius (0 in non-havoc modes,
since they use damage as triggers)

now that antilag works, shrink the headshot bbox a bit:
in height: now 30% more than from top of bbox to view offset

eWheel now use .framegroups to save network traffic.
eWheels no longer use verbstacks & steerlib_beamsteer for performance reasons.

mand1nga really shouldn't do a revert-fight against LordHavoc, as LordHavoc can revoke svn access and mand1nga can't :)
bring the non-array lag function handling back, as it compiles to way faster code and bots cause enough of a performance hit already
