- slightly less uzi damage
- less electro damage
- reintroduce negative crylink force, but less of it
- make the crylink secondary non-center projectile fade out (liek primary)
- weaken hagar another bit

laser: add a cvar g_balance_laser_*_shotangle to change the angle of the laser shot.
Useful e.g. for making laser secondary shoot 90 degrees downwards compared to crosshair direction.

Currently, there is a default25.cfg that switches back to regular 2.5, which is exec'd by default.cfg. THIS WILL CHANGE.

-people became better at nexrun so they could overshoot in the first building, fixed :P
-red pads made less evil by adding small, centered pads between the old ones
-32857 seconds of computing time wasted ;)

new property for menu skins: ALIGN_BACKGROUND
it's a string of the form "57915"
each number is an alignment of a background image
first layer in the string is background.tga, then background_l2.tga, then background_l3.tga etc.

race: use a time accumulator fed by player physics instead of comparing start and current time. Improves race timer accuracy, and prevents speedhacks from having an effect on race times.

screw it, we have to rename the campaign files :( file list returns all lower case names on Windows, so we cannot use upper case there
